I can think of two reasons:
• 1) People just don't want to play construction
• 2) People want to play construction but nobody plays it so they just play something else

In case 1 there's not much you can do. Except for trying to convince people somehow. In case 2 you could just join an existing construction server and hope that others follow you afterwards. Or you open your own construction server and hope that someone joins.

I think it's all about CS2D's popularity. A few years ago when I started a listen server with construction gamemode with some badass-ly bad map made by me (I was simply bored during the weekend) and the server became full after ~30 minutes. I can't see this happening these days.
